Mid-term objectives and mid-term plans
Since becoming a national university corporation in 2004, the University has become able to operate autonomously based on its own educational/research philosophies and long-term vision. Universities are able to set their own mid-term objectives and plans, and are required to undergo evaluations of their achievements.
The setting and attaining of mid-term objectives and plans requires the investment of public funds in national university corporations, but at the same time, it is significant in that it allows everyone involved to share the University vision, and to improve the quality of education and research through periodic inspections and evaluations, in order to ensure rational and effective distribution of resources in line with progress made against planning, leading to University operations that are both planned and strategic.
Furthermore, the Education Minister considers the organization and the overall work of each national university corporation at the end of each mid-term objective period, in order to implement the requisite measures. Each national university corporation creates its next-stage mid-term objectives and plans based on revision recommendations presented by the Education Minister regarding its organization and activities.
○Mid-term objectives and mid-term plans
Mid-term objectives are objectives relating to operations to be achieved during each six-year period, with the aim of realizing the university’s philosophies and long-term objectives. Based on the national university corporation’s precepts, and the mid-term objective proposal submitted by the university, the Education Minister sets mid-term objectives for each national university corporation.
Mid-term plans are specific plans to attain the mid-term objectives specified by the Minister of Education, Culture, Sports, Science and Technology. These are created by each university based on the National University Corporation Act and related regulations and require the approval of the Minister of Education, Culture, Sports, Science and Technology.
In line with our goal (Kyushu University VISION 2023) within the outline of the roles and functions that national universities are asked to play by the nation, we are promoting changes during the fourth term. We select specialized areas as mid-term objectives and make plans about standards to reach and strategies or indicators which are possible to verify and to goals to reach as mid-term plans.
We are making decisions taking into account that the University was designated as a “Designated National University Corporation” by the Minister of Education, Culture, Sports, Science and Technology in November 2021.
Mid-term objectives and mid-term plans are comprised of a “preface,” which details the basic objectives of the university, as well as the following categories dictated in law:
“Improvements to education and research,”
“increased efficiency and improvements to activities operation,”
“improvements to financial breakdown,”
“self-inspection/evaluations and information sharing,”
“other activities operation.”
○Annual Plan
Mid-term objectives and mid-term plans in different departments are created within the University, and are not approved by the Education Minister.
The University is committed to the implementation of the Annual Plan, in order to achieve its mid-term objectives and mid-term plans.
○Departmental mid-term objectives and mid-term plans
Mid-term objectives and mid-term plans in different departments are created within the University, and are not approved by the Education Minister.
In order to realize the mid-term objectives and mid-term plans of the University, given the importance of our departments, which are the practical locations of our education and research activities, each department is asked to create its own mid-term objective and plans, based on its own education and research philosophies and objectives, and reflecting its own attributes, in the light of the University’s mid-term objectives and plans. The creation of plans is voluntary for the Centers for Common Education and Research, as they vary in size and staff numbers.
Each department is responsible for managing its own progress once it has formulated its mid-term objectives and mid-term plan.
